Aims and Scope
IEEE Transactions on Electron Devices publishes original and significant contributions relating to the theory, modeling, design, performance and reliability of electron and ion integrated circuit devices and interconnects, involving insulators, metals, organic materials, micro-plasmas, semiconductors, quantum-effect structures, vacuum devices, and emerging materials with applications in bioelectronics, biomedical electronics, computation, communications, displays, microelectromechanics, imaging, micro-actuators, nanoelectronics, optoelectronics, photovoltaics, power ICs and micro-sensors. Tutorial and review papers on these subjects are also published and occasional special issues appear to present a collection of papers which treat particular areas in more depth and breadth.

The second time, I first submitted to EDL (Electronic Design Letters), and after about a month, the result came back. One reviewer unreasonably rejected it, but the opinions of the other reviewers were all positive. The editor asked for revisions, and it took a month to carefully revise and resubmit. However, the same reviewer unreasonably rejected it again, stating that the innovation was good but the EDL space was limited and suggested submitting to TED (Transactions on Electron Devices). This was truly unexpected. The other reviewers all recommended acceptance, but the editor rejected it and suggested transferring to TED. After transferring to TED, the opinions came back after a month. One reviewer suggested direct acceptance, while the others suggested minor revisions. The editor gave an "accept with mandatory revision" decision. After completing the revisions and resubmitting, the editor sent it for review on the third day and received it back in two days. After two days, it was accepted as it is.
Overall, the process was fast, and although the impact factor (IF) is not high, it is fortunate that the industry recognizes it.
