I don't think healthcare professionals are given a protocol or specific instructions on wearing scrubs such as whether or not to wear them outside of the healthcare settings. I do believe they can decide to wear scrubs only indoors. However, more than the show factor, I think it is the hassle of changing clothes, as well as the crazy working hours that make them not want to change out of scrubs. But of course, showing off can also be one of the main reasons to walk out in scrubs.
