Aims and Scope
The IEEE Signal Processing Letters is a monthly, archival publication designed to provide rapid dissemination of original, cutting-edge ideas and timely, significant contributions in signal, image, speech, language and audio processing. Papers published in the Letters can be presented within one year of their appearance in signal processing conferences such as ICASSP, GlobalSIP and ICIP, and also in several workshop organized by the Signal Processing Society.

The second review took more than two months. One reviewer directly accepted the current format, while another reviewer deliberately found faults. It was obvious that they were irresponsible reviewers who didn't even bother to read it. They were probably teachers who had students review it, and they just copied and pasted some review template sentences from the internet. It's really frustrating, and what's even more infuriating is that their opinions were completely opposite to the reviewer who accepted it directly! Although there were many comparative experiments with the new algorithm, they only mentioned one sentence, saying that there were no comparative experiments, and the editor accepted that sentence...
Then I sent a rebuttal to the editor, but they didn't reply. I sent it to the journal's assistant editor, but they didn't reply either.
After making revisions, I carefully wrote a cover letter and rebuttal, and then submitted it. However, the assistant editor replied that this manuscript had already gone through the second round and I should withdraw it, as a third submission was not allowed...
But I only went through one external review, doesn't the first pre-screening count?
I didn't give up and explained the situation in the cover letter, and submitted it again... But the editorial department took a long time to process it, and it kept showing "submitted". After a month and a half, it was withdrawn again... I can only say that I'm really unlucky... The processing speed and luck are completely different from what others have mentioned in the comments...
I'm speechless... Sob, sob, sob. It hurts.
