Aims and Scope
The IEEE Transactions on Signal Processing covers novel theory, algorithms, performance analyses and applications of techniques for the processing, understanding, learning, retrieval, mining, and extraction of information from signals. The term “signal” includes, among others, audio, video, speech, image, communication, geophysical, sonar, radar, medical and musical signals. Examples of topics of interest include, but are not limited to, information processing and the theory and application of filtering, coding, transmitting, estimating, detecting, analyzing, recognizing, synthesizing, recording, and reproducing signals.

Top-tier journals in theory are all very slow, not just TSP. Don't worry, this is the price you pay for submitting to top journals, urging them won't help. Generally, after being "submitted" it takes about a month (usually around 20-40 days) to either be sent for peer review or immediately rejected. As for how long it takes to receive a first-round decision after peer review, it's hard to say. It can be as fast as within 6 weeks (counting from the start of peer review), or as slow as 6 months or even longer.

Submitted once, first review took 6 months. Both reviewers gave a major revision. Second review took three months, one major revision and one minor revision. The Associate Editor rejected it outright. Now, in order to speed up the review process, if it's not a minor revision, it will be rejected directly. Time to call it a night and plan to revise and resubmit.
