Is this magazine TOP? The upgraded version is not TOP anymore. Should we read the basic version or the upgraded version? It seems like there is a three-year transition period, so I don't know how to determine if it is TOP or not.

It's so damn slow! It has been a month since I submitted it, and it's still in the hands of the editor. This is causing unnecessary delays. If they want it, then take it. If not, I won't submit it anymore.
