Aims and Scope
The IEEE Transactions on Cognitive and Developmental Systems (TCDS) focuses on advances in the study of development and cognition in natural (humans, animals) and artificial (robots, agents) systems. It welcomes contributions from multiple related disciplines including cognitive systems, cognitive robotics, developmental and epigenetic robotics, autonomous and evolutionary robotics, social structures, multi-agent and artificial life systems, computational neuroscience, and developmental psychology. Articles on theoretical, computational, application-oriented, and experimental studies as well as reviews in these areas are considered.

Now this journal seems to have a weak sense of responsibility. It was not like this before. Now, after submitting a manuscript, it takes several months or even half a year to a year for review, and the phenomenon of delaying the review process is common. Reviewers do not read the articles properly and give random rejection comments, and frequently provide malicious review comments that are below undergraduate level. There are also occurrences of associate editors intentionally finding faults with newly added reviewers. Furthermore, there is no possibility for appeal in this journal. Both the editor-in-chief and associate editors maintain a silent state.

Perhaps this journal will improve in the future. In any case, I hope that this journal will develop in a positive direction in the future.

The journal is a good journal, but it is a bit slow and not suitable for those who are in a hurry to graduate. The reviewers are quite professional and follow standardized procedures. Their suggestions are very good and they added a lot of experiments. In the end, the paper was accepted. The journal's price is also particularly cheap.

I really suggest that this journal multiply the number of articles published annually by 10, so that they can earn more money and attract more contributors, thus increasing its impact. When I was getting reimbursed, my teacher asked me why this journal is so cheap...
