Summary: Pack inserts and onserts, which are removable items placed inside or on the outside of cigarette packs, are used by tobacco companies as a communicative strategy to gain additional marketing space. A content analysis conducted across multiple years, countries, and brands found that these items are predominantly used to promote product dependability, luxury/aspirational qualities, and machinery/technology. The study highlights the need for regulations on cigarette pack inserts/onserts to protect consumers from industry promotion of harmful products.

Summary: This study identified differences in adult cigar user characteristics based on pack size purchasing behavior among users of the Black and Mild cigar brand. Users of Black and Mild cigars differ by demographic, cigar, and other tobacco use characteristics based on preferred pack size, with smaller packs appealing to younger, less-experienced smokers, and larger packs appealing to older, more experienced cigar smokers. Dual use of cigarettes and cigars was also higher among users of smaller packs, suggesting potential impacts of minimum packaging laws for cigars on younger adults experimenting with new cigar products.

Summary: The study examined the packaging structure elements in 14 low- and middle-income countries, finding commonalities as well as differences in pack structures. Hard packs were predominantly used in these countries, with rectangular non-slim pack-shape being the most common. The most common pack-opening style across the countries was flip-top, indicating the diversity in packaging among LMICs.

Summary: Illicit smokeless tobacco products were found to be prevalent in Bangladesh, India, and Pakistan, with non-compliance with packaging regulations being a major issue. In particular, the lack of health warnings on the packaging was a common problem, especially in Pakistan where none of the products had any health warnings. Weak and poorly enforced ST control policies in South Asia may hinder tobacco control efforts, and standardized regulations for packaging and labeling are needed.

Summary: A study shows that young smokers in Mexico and the Philippines have similar perceptions of flavored cigarette packaging and consider young people as the main target audience for these products. This suggests the existence of shared perceptions of flavored cigarette packs and similar marketing strategies across different countries. Therefore, jurisdictions can use evidence from other countries to support the implementation of evidence-based tobacco control policies.

Summary: This study examined the trends in age of initiating cigar smoking by race/ethnicity and education. The findings showed that among White cigar-ever-smokers, the age of initiating cigar smoking increased with higher education, while among Hispanic cigar-ever-smokers, the age remained unchanged. Among Black cigar-ever-smokers, there was no change in the age of initiating cigar smoking among those with <= high school and some college, but it was older among those with >= bachelor's degree. In 2019, the age of initiating cigar smoking did not vary by educational level among Hispanic and White cigar-ever-smokers, but Black cigar-ever-smokers with >= bachelor's degree started smoking cigars at older ages than their White counterparts.

Summary: After analyzing FDA's review of PMPSA's application, relevant law and guidance on PMTAs, and independent research on IQOS health impacts, it was found that the evidence submitted did not demonstrate long-term disease risk reduction, and that IQOS aerosol emits toxins with carcinogenic and genotoxic potential. Despite recommendations from FDA scientists and independent research showing serious risks associated with IQOS, FDA concluded that it is 'appropriate for the protection of the public health', which may have significant health impacts and undermine public confidence in future PMTA decisions.

Summary: This study found that the implementation of flavored tobacco sales restrictions in Alameda and San Francisco Counties led to a decrease in the availability and advertising of flavored tobacco products. Category 1 cities, which had enacted the policies, showed a significant reduction in availability and advertising compared to Category 2 cities. These findings suggest that comprehensive sales restriction policies can help prevent youth tobacco initiation and exposure.

Summary: The FDA authorized the marketing of RJ Reynolds Vapor Company's Vuse Solo e-cigarette through the PMTA pathway. However, the FDA's scientific justification had deficiencies, including not adequately considering the popularity of Vuse among youth and evidence of its impact on nicotine market expansion and cigarette smoking. Therefore, the FDA should reconsider its marketing order for Vuse and should not use it as a template for other e-cigarette PMTAs.

Summary: California Proposition 56 increased tobacco tax, SF enacted local flavored tobacco sales restrictions, and the Cigarette Litter Abatement Fee was increased. This study compares the change in tobacco prices before and after the tax increase and local policies, and found that the price increase was higher in SF than Alameda County. Local flavor policies affected menthol product availability and increased pack prices.
