Aims and Scope
IEEE Transactions on Reliability is a refereed journal for the reliability and allied disciplines including, but not limited to, maintainability, physics of failure, life testing, prognostics, design and manufacture for reliability, reliability for systems of systems, network availability, mission success, warranty, safety, and various measures of effectiveness. Topics eligible for publication range from hardware to software, from materials to systems, from consumer and industrial devices to manufacturing plants, from individual items to networks, from techniques for making things better to ways of predicting and measuring behavior in the field. As an engineering subject that supports new and existing technologies, we constantly expand into new areas of the assurance sciences.

It took a total of 10 and a half months.
If the initial review result is not directly rejected, the time will be relatively long. Generally, it takes at least 3 months, and at most half a year. There are also cases where students still encounter unfortunate situations after revising their papers, which can be quite frustrating. The requirements for manuscripts are high, and the demand for innovation is increasing day by day. Many manuscripts are top conference rejections of high quality. Only a little over 100 papers are accepted each year, but the quality is still commendable. The reviewers assigned by the editors are generally experts in your field, and their requirements must be met as much as possible. Otherwise, the revised version may be rejected.

It has been one and a half months already, and it feels like it went from "under review" to "awaiting decision" without actually being reviewed. I feel certain that it is a desk reject, but does a desk reject also take this long? The editor has been holding onto my manuscript and when I urge them, they just reply with a template response asking me to be patient... But even a desk reject takes up to two months... Does anyone have any good methods for urging the editor to reject the manuscript? It is important to carefully choose the journal for urgent use of the paper...
