Aims and Scope
Materials Research Bulletin is an international journal reporting high-impact research on processing-structure-property relationships in functional materials and nanomaterials with interesting electronic, magnetic, optical, thermal, mechanical or catalytic properties. Papers purely on thermodynamics or theoretical calculations (e.g., density functional theory) do not fall within the scope of the journal unless they also demonstrate a clear link to physical properties. Topics covered include functional materials (e.g., dielectrics, pyroelectrics, piezoelectrics, ferroelectrics, relaxors, thermoelectrics, etc.); electrochemistry and solid-state ionics (e.g., photovoltaics, batteries, sensors, and fuel cells); nanomaterials, graphene, and nanocomposites; luminescence and photocatalysis; crystal-structure and defect-structure analysis; novel electronics; non-crystalline solids; flexible electronics; protein-material interactions; and polymeric ion-exchange membranes.

December 22, 2022, the second review ended, and Giovanni Zangari, the editor-in-chief, gave feedback for revisions (system shows "Revise"). The deadline for revisions is February 19, 2023.
Something strange happened: the system showed the need for revisions, but the email sent by the editor did not include any revision comments.
On December 23, 2022, Christmas Day, an email was sent to the journal inquiring about the second review feedback. On December 29, Elsevier Researcher Support replied, stating that they were informing the editor, but then there was no further communication.
On January 17, 2023, another email was sent through the submission system to inquire about the revision feedback. On January 18, Elsevier Researcher Support replied, stating that they were coordinating with the editor, but still no response was received.
On February 1, 2023, a third email was sent to the editor inquiring about the second review feedback. Finally, on February 4, the second review feedback was received. Upon opening it, it was discovered that it was the review comments from the second reviewer in the first review's PDF version. At that moment, the journal editor was directly confronted.

The opinion of the second review is that even the first review comments in the PDF version are also speechless. According to the requirements of the journal and the opinions in the PDF version, revise and resubmit the revised manuscript for the second review on February 13, 2023, until Under View starting from March 4, 2023. The review ended on March 24, 2023, waiting for the editor's handling. On March 26, 2023, the new Editor-in-Chief, Prof. R. Ubic, directly rejected the submission. The reason for the rejection is that your manuscript has been reviewed and may be published in the "Materials Research Bulletin". "Materials Research Bulletin" only publishes a small portion of the submitted manuscripts, which represent those articles that are most likely to have a significant impact and generate widespread interest in the field of materials chemistry. Unfortunately, based on the confidential opinions of the following review results and expert reviewers regarding relevance, impact, quality, novelty, etc., I regret to inform you that we cannot ultimately accept your manuscript for publication.
