A key operational objective for the management of the Indus Basin Irrigation System of Pakistan is the distribution of water among tertiary canals in a transparent and equitable manner. Decisions on canal operations are disseminated as a Canal Operation Plan, or a Rotational Program, for each crop season for every canal system. The current practice for developing these plans is qualitative based on heuristics that have remain unchanged since the early development of this vast irrigation system. This paper uses operations research tools to develop a Canal Operations Planner. Allocation cost is defined as a function of the delivery performance ratio and maximizing this function. The performance of the modules is evaluated using spillage and the Gini index as a measure of equity. Two models, namely; linear programme-delivery performance ratio (LP-DPR) and non linear programme-delivery performance ratio (NLP-DPR) are presented and the results are compared to performance under current canal planning and operational practice. Both models improve the equity when compared to existing operations. The NLP-DPR model outperforms the LP-DPR both on equity and minimizing spillage. (C) 2016 American Society of Civil Engineers.

Soil Erosion and Sediment Load Management Strategies for Sustainable Irrigation in Arid Regions

Muhammad Tousif Bhatti, Muhammad Ashraf, Arif A. Anwar

Summary: The study highlights the serious issue of soil erosion in the Gomal River catchment shared by Pakistan and Afghanistan. Solutions such as limiting erosion and implementing settling reservoirs to manage sediment entry into the irrigation system are suggested.

Routing Field Channels through a Tertiary Unit with Heterogeneous Fields

Arif A. Anwar, Muhammad Tousif Bhatti

Summary: The extensive irrigation systems in South Asia consist of a hierarchy of canals delivering water to tertiary units, with a network of field channels managed by farmers/farmer associations. This paper develops a mathematical model/algorithm to optimize construction costs by routing field channels along existing field boundaries. The model was applied to the Gomal Zam Irrigation System in Pakistan, resulting in a 20% reduction in total length compared to expert judgment.

Statistical verification of 16-day rainfall forecast for a farmers advisory service in Pakistan

Muhammad Tousif Bhatti, Arif A. Anwar

Summary: This paper presents a case study of developing a decision support service for farmers in Pakistan based on rainfall forecast data. The study analyzes the statistical verification of 16-day rainfall forecast data and explores the process of developing such a service using global weather forecast data. The findings show variations in the quality of the forecast across different stations.

Floating solar PV to reduce water evaporation in water stressed regions and powering water pumping: Case study Jordan

Lewis W. Farrar, AbuBakr S. Bahaj, Patrick James, Arif Anwar, Nafn Amdar

Summary: Water resources, energy, and food security are interdependent and pose significant global challenges. The use of floating solar photovoltaic technology on irrigation reservoirs can conserve water, provide sustainable electricity, and reduce CO2 emissions. A fixed tilt 300 kWp floating PV system was found to be the optimal design in an arid region, leading to water savings, increased energy yield, and economic benefits.

Crafting Spaces for Good Water Governance in Pakistan

Andrew Reid Bell, Muhammad Azeem Ali Shah, Arif Anwar, Thida Sam

Summary: The most significant investment in water governance in Pakistan in recent decades, the irrigation management transfer, was repealed in 2019. Before moving on to the next major experiment, it is necessary to explore the potential for improvement in water governance. A conceptual model is developed to understand the roles of hydrology, infrastructure, management, governance, and learning in shaping water supply. The analysis suggests that the previous consideration of scale in water governance is inappropriate, and instead recommends identifying key problem areas to improve local water governance.

Characterization and outlook of climatic hazards in an agricultural area of Pakistan

Muhammad Tousif Bhatti, Arif A. Anwar, Kashif Hussain

Summary: This study uses climate projections to analyze future climate hazards in the Gomal Zam Dam Command Area in Pakistan. The results indicate that heatwaves and agricultural drought will pose significant risks to the area, calling for immediate actions for preparedness and adaptation. The study also explores the correlation between drought indices and crop yield, providing insights into drought characterization for agriculture. Analyzing climate hazards at the local level could be a more effective approach for climate resilience.
