Summary: The management of post-consumer plastic packaging waste in Flanders was analyzed using material flow analysis. The study found that the mass recovery rate increased from 0% in 1985 to 31% in 2019, and could be further increased depending on improvement scenarios. The calculation rules and differentiation of secondary applications had a significant impact on the mass recovery rate. Achieving the recycling target of 65% by 2023 will be challenging if strict calculation methods are followed and best-case collection scenarios are not implemented. Clear calculation rules and a harmonized monitoring system are necessary for harmonizing targets.

Summary: Many recycling targets lack a clear definition of recycling quality. This study proposes an operational framework that quantifies recycling quality using three dimensions: Virgin Displacement Potential (VDP), In-Use Stocks Lifetime (IUSL), and Environmental Impact (EI). The framework is applied to PET and glass, showing that bottle and container glass recycled through a deposit-refund system has the highest quality, while closed-loop mechanical recycling of PET bottles achieves the highest quality. Sensitivity analysis demonstrates that improving collection rates could greatly enhance recycling quality.

The support vector regression model based on grey wolf optimization demonstrates the highest prediction accuracy, and the multiobjective multiverse optimization algorithm shows the best optimization performance and diversity in the solutions.
