This study uses fuzzy-set Qualitative Comparative Analysis to identify combinations of governance conditions that explain why some cities are highly innovative in their food policies, while others are not. Summary: Recent years have seen intense debates on food system transformation, but with little empirical evidence. This paper fills the gap by focusing on urban governance, which has been actively engaging with the complexity of food systems. Through critical review and analysis of interview data, the paper highlights the discrepancy between global and local perceptions of systemic approaches, the lack of evidence to support urban food policies, and the inertia of national governments. The findings call for a reorientation of research and policy agendas towards a polycentric and plurivocal governance context.

Summary: To meet the goals of the Paris Agreement, global investments in green infrastructure will need to increase by approximately 2% of world GDP annually. In the European Union, additional public investments of around 0.6% of GDP per year are required to achieve the climate targets. However, balancing the need for increased investments with the consolidation efforts after the pandemic poses challenges. The proposed "green golden rule" suggests excluding net green investments from fiscal indicators to incentivize public climate investments, but uncertainties in the impact of green public spending and risks to growth from climate change need to be addressed.
