Summary: This study used government alcohol sales data to examine the changes in alcohol consumption during COVID-19 in Canada. The findings showed that alcohol consumption increased during the pandemic, and the extent of the increase was associated with the stringency of public health measures. Increased alcohol consumption was also found to be positively associated with higher COVID-19 infection rates two weeks later.

Summary: This study examined the impact of alcohol control policies on cirrhosis mortality rates in Lithuania. The findings showed that the policies implemented in 2008 and 2017 had a significant effect in reducing cirrhosis mortality, while the 2018 policy had no significant effect. These results support the hypothesis that alcohol control policies can have an immediate impact on reducing cirrhosis mortality.

Summary: The Latin American economies experienced dramatic changes before 1990, but stabilization and income recovery were achieved from 1990 onwards. The attribution of this success has been disputed, and a study focused on Brazil, Colombia, Mexico, and Peru identified specific governments responsible for economic stabilization. The analysis highlighted different sources of responsibility in different periods and suggested that stabilization plans are influenced by political cycles.

Summary: The free maternity policies in Kenya have shown mixed effects in increasing access to maternal health services. While the 2013 policy led to an increase in normal deliveries and caesarean sections in public facilities, the 2017 Linda Mama programme resulted in a decrease then an increase in postnatal care visits and a slight decrease in caesarean sections in public facilities. In private and faith-based facilities, there were different trends observed in the utilization of maternal health services following the policies.

Summary: This article demonstrates how to construct counterfactuals under alternative policy rules based on empirical estimations in a general family of linearized structural macroeconomic models. The robustness of these derived counterfactuals and optimal policies to the Lucas critique is examined, along with strategies for their application in the presence of limited empirical causal evidence on policy shock transmission.

Summary: Despite advancements in HIV treatment and prevention, HIV-related stigma still persists. Increased availability of HIV services in South Africa and Zambia led to a shift in conceptualizations of HIV as normal, impacting stigma towards people living with HIV. Community narratives began to focus on individual responsibility for PLHIV to take care of their own health and prevent onward transmission, highlighting the importance of addressing anticipated stigma in anti-stigma messaging.
