This journal places special emphasis on the practical application value of article content. I have submitted articles four times, and only one was accepted. The other three rejections were not even sent for review. As for the two editors, one is a big shot from the University of Sichuan in China, a leading figure in the field of numerical simulation in ocean engineering. They handle manuscripts relatively quickly. The other editor is from a prestigious university in France, focusing more on theoretical research. My articles were directly rejected by this editor three times, and I will not choose this editor again if I submit in the future. Additionally, this journal does not require recommending reviewers, and the number of submissions each year is not very large, so the two editors should be able to handle them all. (Unfortunately, the three rejected articles were resubmitted to Ocean Engineering, and they are currently awaiting the results. Hahaha, this is not to discredit OE.)

I'm too powerless to comment. After submitting for 2 months, I received the review comments. There were two reviewers, one of them was obviously a foreigner who pointed out the deficiencies in my English grammar and suggested that I proofread it. They provided several basic review suggestions, acknowledged the value of the article, and recommended acceptance after major revisions. The other reviewer, who I suspect was a competitor, directly opposed acceptance and provided 12 very simple review comments, most of which were one-sentence replies. However, based on these comments, my article was rejected without any evaluation of its innovative content or main analysis. The editor-in-chief said that since the other reviewer was against it, they couldn't accept my submission and rejected it directly. It feels like luck plays a significant role in submitting articles. The review speed of 60 days was acceptable, but the reviewers were definitely unprofessional.
