It is necessary to participate in several designated conferences, and only after the conference's acceptance will one qualify to submit to this journal. The journal review process and conferences are completely independent. The review requirements for reviewers are as strict as those for normal IEEE Transactions journals, usually involving three reviewers. The time from attending the conference to the final acceptance of the journal paper is relatively long, making it suitable for authors who need to improve their experiments before publishing journal papers in the future. They can submit to conferences first to publish their innovative points in advance, such as well-known conferences like ECCE. Then, they can spend approximately a year and a half conducting experiments and finally write the journal paper together with the conference proceedings.
