The journal is more focused on applied research, and requires papers to include experimental data. Papers can be resubmitted through conference transfers. You need to first go to their submission website and have a look, then send an email to contact the editor-in-chief. The editor-in-chief will recommend a responsible editor for the category. The editor will review your conference paper, and if it is deemed to be within the scope of TIA, they will send you an invitation link. You can then register a manuscript one account and submit accordingly, following the process they mentioned. The remaining steps are similar to PELS' TPEL, JESTPE, TTE, and so on.
