In 2019, I encountered a situation where a paper was accepted without review. After submitting it, I immediately started writing my graduation thesis, and it remained in the "with editor" status. Later, the editor-in-chief asked me to revise the introduction because there was a significant overlap in the literature review with my previous articles. However, due to being busy with writing my thesis, I didn't make the revisions in a timely manner. After a month and a half, I finally made the revisions, and a few days later, the paper was directly accepted without any external review. It is said that the editor-in-chief has the authority to accept papers without external review, while other editors do not have this privilege. It seems to be a matter of luck. You should take a look at the articles on micro and nanomechanics in the International Journal of Engineering Science. I feel that they are really strict, as many papers are reviewed within three to five days and then accepted. It feels like they are faking it...

2021.9.28 submission;
2021.10.9 under review;
2022.4.11 rejected, with only one sentence from the editor: Authors should submit a new manuscript where they MUST compare with other sources.
After three months, I sent reminders every month, and the replies always said they were waiting for the reviewers' responses or trying to find more reviewers.
After waiting for over six months, the rejection reason was just one illogical sentence from the editor. I don't even know if they read my article. This irresponsible editor and journal have delayed me for half a year without any academic ethics. Their disrespectful attitude towards others' hard work is truly disappointing, especially considering they are a top journal. No wonder they have been stagnant.
Maybe I just had bad luck, but I want to advise those considering submitting to CS journals to be cautious.
