Aims and Scope
The proposed journal, called the IEEE Transactions on Network Science and Engineering (TNSE), is committed to timely publishing of peer-reviewed technical articles that deal with the theory and applications of network science and the interconnections among the elements in a system that form a network. In particular, the IEEE Transactions on Network Science and Engineering publishes articles on understanding, prediction, and control of structures and behaviors of networks at the fundamental level. The types of networks covered include physical or engineered networks, information networks, biological networks, semantic networks, economic networks, social networks, and ecological networks. Aimed at discovering common principles that govern network structures, network functionalities and behaviors of networks, the journal seeks articles on understanding, prediction, and control of structures and behaviors of networks. Another trans-disciplinary focus of the IEEE Transactions on Network Science and Engineering is the interactions between and co-evolution of different genres of networks.

After 4 months, I emailed the admin, and the reply was "awaiting enough reviewers......"
After another 3 months, I emailed the admin again, and the reply was "still need one more reviewer......."
Finally, unable to bear it any longer, I took the initiative to recommend several experts in my field to him.
After numerous back-and-forths with the admin, in mid-July, he informed me that the AC (Associate Editor) had made a recommendation, and now I am waiting for the final decision....
The most ridiculous part is that on 2021.07.18, the reviews finally came back - two were good and one was fair. They all required revisions, but the EiC (Editor-in-Chief) rejected it directly......
Originally, I chose to submit to this journal because of its fast first review process (the average time for the first review in IEEE's official database is 3 months). If I had known earlier, I would have submitted to TPAMI instead, where the first review time is similar, and I might have received more substantial improvement suggestions......
This experience has made me realize that when submitting a paper, I must be careful and not let myself be led astray. If the situation is not right, I should withdraw quickly, or else I will only be wasting my own time.
I won't say much more. I feel like I might have to postpone my graduation, sigh......
03 August 2021 --- initial submission
13 January 2022 --- major revision (overall comments were not easy to respond to)
14 March 2022 --- submit the revised version
25 June 2022 --- minor revision (two reviewers accepted and one reviewer raised a question that needs clarification and justification)
It is not recommended to urge for a response unless necessary: I asked for the status once in between, and the administrator was very nice and relayed it to the AE.
