Each municipality has a certain budget for constructing, maintaining and repairing every year. Prioritizing projects is one of the difficult issues of decision making and takes time for evaluating and programming. The main aim of this study is to make a framework for municipalities to prioritize their projects based on this framework and for this a footbridge project of Sari City in Iran was selected as a case study for this research to show prioritizing of boulevards that have no footbridge for constructing footbridge. The cost of constructing footbridge is sometimes high and the footbridge site place is important for pedestrians. Besides, selecting of an area for constructing new footbridges includes quantitative and qualitative factors, such as the Total cost, Environmental factors, and Socio-economic factors. For these reasons, selecting area for constructing footbridges can be viewed as a kind of Multi-Attribute Decision Making (MADM) problem. The aim of this study is the use of Analytic Hierarchy Process (AHP) and COPRAS-G methods for evaluating and selecting an area for constructing new footbridges alternatives. More precisely, AHP was used for calculation of the relative importance of criteria and COPRAS-G method was used for ranking location alternatives.

A Hesitant Fuzzy Combined Compromise Solution Framework-Based on Discrimination Measure for Ranking Sustainable Third-Party Reverse Logistic Providers

Arunodaya Raj Mishra, Pratibha Rani, Raghunathan Krishankumar, Edmundas Kazimieras Zavadskas, Fausto Cavallaro, Kattur S. Ravichandran

Summary: Enterprises are increasingly considering reverse logistics due to customer pressure, social responsibility, and government regulations, often outsourcing these practices to third-party providers. To select the most suitable sustainable reverse logistics provider, a new hybrid approach combining the Classical Combined Compromise Solution (CoCoSo) method and hesitant fuzzy sets is introduced. This approach demonstrates efficiency and practicality in selecting providers under uncertain and multiple criteria.

Mohammad Javad Bidel, Hossein Safari, Hannan Amoozad Mahdiraji, Edmundas Kazimieras Zavadskas, Jurgita Antucheviciene

Summary: This study presents a new hybrid decision-making framework for evaluating and selecting the most suitable Project Delivery System (PDS) and documenting the decision process. The selection factors of PDSs were obtained from a literature review, and critical factors were screened using the fuzzy Delphi method. The impact of project risks on decision criteria was investigated using a fuzzy cognitive map, and the PDSs were ranked using the fuzzy technique for order of preference by similarity to ideal solution.

Summary: With the increasing concern about climate change and the urgent need to reduce carbon emissions, sustainable renovation of existing buildings has become a global focus. However, current systems for decision-making in renovation scenarios often neglect social aspects and emotional analysis of inhabitants. To address this gap, this study proposes an innovative decision-making framework based on emotion recognition, which allows for the assessment of renovation alternatives against sustainability criteria and real-time measurements of inhabitants' emotional states. The framework was applied in a case study in Ukraine, showing that the proposed renovation solutions had a positive impact on inhabitants' emotional states. The findings and methodology of this study provide useful insights for researchers in the evaluation and analysis of human emotions when choosing renovation measures or finding alternative solutions.

Summary: International laws and increasing consumer awareness have driven changes in supply chain network designs towards sustainability. Reverse logistics can be effective in terms of environmental and economic aspects, making closed-loop supply chain designs necessary. This study addresses the challenge of considering different quality levels for products and consumer tendencies towards environmental issues. A sustainable closed-loop supply chain model is proposed, balancing economic, environmental, and social responsibilities. The robust possibilistic programming method is employed to handle uncertainties in costs and customer demands for different product types and quality levels.
