Despite its environmental benefits, the amount of Electric Vehicles (EVs) in use within the European Union 28 is still very limited. Poor penetration might be explained by certain factors that dissuade potential buyers. To balance these factors and promote electro-mobility, Member States have established incentives to increase demand. However, the various measures are scattered. This paper contributes to fill the gap in the literature by offering an overall view of the main measures. The authors will focus on measures to promote electro-mobility within the EU28 until 2014. After an in-depth and comprehensive review of the relevant measures, the authors conclude that the most important policy instruments to promote EVs are tax and infrastructure measures in addition to financial incentives for purchasing and supporting R&D projects. Regardless of the scarcity of EV registration data, the available information allows us to conclude that higher EV penetration levels appear in countries where the registration tax, the ownership tax, or both taxes have developed a partial green tax by including CO2 emissions in the calculation of the final invoice.

Summary: This research focuses on the CDM projects in Eastern Europe and identifies their specific features and issues, such as the diverse sources of financing, uneven project distribution, and high cost-effectiveness, long-term and large-scale nature of the projects. The research calls for improvements in the governance of the CDM, including strengthening international and national regulations, implementing multi-scalar transnational governance, and conducting ex-post project evaluations and readjustments.

Summary: Common problems in water footprint assessments include data acquisition, computational complexity, and data availability. This study proposes and validates a survey scale to assess water footprint management initiatives implemented by companies in supply chains and the agriculture industry. The study finds high content validity for the selected survey items, providing a set of measurement tools for future evaluations of water footprint management in agri-food supply chains.

Economic growth, human capital, and energy consumption in Algeria: evidence from cointegrating polynomial regression and a simultaneous equations model

Mohammed Bouznit, Maria P. Pablo-Romero, Antonio Sanchez-Braza

Summary: This article empirically analyzes the direct and indirect effects of human capital on energy consumption in Algeria and tests the presence of the energy-environmental Kuznets curve hypothesis. The results show that human capital indirectly affects energy demand through income and physical capital stock channels, but the direct effect is stronger. The study also finds a monotonic increasing relationship between energy use and real GDP per capita, indicating no evidence of the E-EKC hypothesis. Additionally, physical capital stock per capita, urban population ratio, and real GDP per capita are positively linked to energy use per capita. Thus, investing in education and improving the quality of human capital is a good strategy for Algeria to reduce energy consumption and protect the environment without negatively impacting economic growth.
