Temporal scale efficiency in DEA panel data estimations. An application to the solid waste disposal service in Spain

The aim of this manuscript is analyse the long-term scale efficiency of the solid waste disposal service, with the application of a new method for calculating time-invariant and time-variant scale inefficiency using DEA panel data estimates, an approach that allows us to analyse the evolution of scale inefficiency over a period of time. The proposed method is applied to the solid waste collection service for the period 2002-2014 to determine the influence exerted by municipal size and form of service management, over an extended period, on service efficiency. The results obtained indicate that joint management forms obtain greater long-term scale efficiency. In addition, it is established that municipalities with populations between 20,000 and 50,000 inhabitants would improve their long-term scale efficiency if the service were outsourced. Performance of tax simplification around the world: A panel frontier analysis

The relationship between auditing, political corruption and information transparency: a comparative analysis of the Spanish Autonomous Communities

Summary: The objective of this study is to evaluate the impact of the level of implementation of external auditing and the degree of information transparency on political corruption in the Spanish Autonomous Public Administration. The results show a significant relationship between the level of external audit implementation and transparency, but neither auditing nor transparency has a direct significant influence on corruption, except when partial audit and transparency indexes are considered.

Neural Bases of Sector Bias in Perceptions of Public Versus Private-Sector Service Performance

How much do companies know what contributes to education?

Summary: In this study, the impact of various types of private contributions to public schools on their performance is evaluated. It is argued that greater involvement of businesses in their social role is crucial for accelerating development goals. While existing literature has measured the effects of private aid to education on an individual level, this study provides an aggregate measure of simultaneous interventions. Using a benchmarking approach on a sample of 269,117 Colombian students from 1,224 schools, with 53% receiving some form of assistance, the findings suggest that stimulating companies to participate in solving development problems and considering social criteria can improve resource allocative efficiency. The study also highlights the need for a consistent accountability process to quantify the real impact of these contributions.

Summary: This study examines the impact of a social-purpose-driven ecosystem on value capture from digital health platforms. The social-purpose-driven ecosystem is characterized by seeking social impact before profits and empowering citizens for individual and collective well-being. The study finds that capturing value from digital healthcare platforms embedded in a social-purpose-driven ecosystem requires considering unique contingencies such as multilayer value creation, multipurpose complementary assets, emerging dominant design, and distributed socio-economic returns mechanisms. The study emphasizes the importance of acknowledging the contextual effect of a social-purpose-driven ecosystem and highlights the factors that can positively affect value capture from digital healthcare platforms.

Cost Efficiency in Municipal Solid Waste (MSW): Different Alternatives in Service Delivery for Small and Medium Sized Spanish Local Governments

Analyzing the effect of health reforms on the efficiency of Ecuadorian public hospitals

It provides new insights on the effects of policies promoting health equity and universal coverage on healthcare efficiency in developing countries. The study uses a two-stage approach, utilizing factor and cluster analysis to classify hospitals and Data Envelopment Analysis to estimate efficiency measures over time. The results show a significant decline in efficiency for low and intermediate technology hospitals after the adoption of the new constitution in 2008, coinciding with the reforms in 2010 and 2011 that expanded social security coverage.

The political hourglass: opportunistic behavior in local government policy decisions

Summary: This article aims to determine whether there is opportunistic behavior in local government decisions related to contracting out, PPP and public externalization. The analysis of 2,274 Spanish municipalities suggests asymmetric opportunistic behavior, with less contracting out and PPP decisions in pre-election years, and more public externalization. Capital spending increase in post-election years leads to lower likelihood of contracting out and PPP.

Comparative risk aversion vs. threshold choice in the Omega ratio

Summary: This study examines whether the threshold parameter in the Omega ratio represents risk aversion by analyzing the asymptotic expansions for risk premia. The results suggest that the threshold in the Omega ratio represents risk aversion when the variance of the additional risk decreases with the background risk and when the density of the background risk is log-concave. Comparisons with expected utility criteria indicate that the conditions for the Omega threshold to represent risk aversion are comparable to those for exponential utility functions.

Supply chain contracting with asymmetric cost information and behavioral preferences: Theory and experiment☆

Summary: In this study, we investigate a supply chain system consisting of a retailer and a supplier. We examine the threshold problem in contract design and take into account the risk preference of the retailer and the fairness concern of the supplier. The experiment shows that the behavior of the retailer affects the threshold of the optimal contract design, while the behavior of the supplier only affects the optimal wholesale price. These findings suggest that the behavior of retailers and suppliers play a crucial role in the mechanism design of supply chains.

International comparisons of COVID-19 pandemic management: What can be learned from
