In this paper a slacks-based measure (SBM) model for general networks of processes is presented. The proposed model differs from existing SBM Network Data Envelopment Analysis (DEA) approaches in that it considers the exogenous inputs and outputs at the system level instead of at the process level. It also relaxes the constraints for both the fixed-link and the free-link cases, thus enhancing the discriminating power of the model. To assess the performance of the individual processes an external efficiency model is presented. The proposed approach projects the system operation point onto the efficient frontier so that the target operation points of the different processes are externally efficient. The approach is illustrated with a problem from the literature. (C) 2015 Elsevier Ltd. All rights reserved.

Ranking decision making units based on the multi-directional efficiency measure

Narges Soltani, Zijiang Yang, Sebastian Lozano

Summary: This paper introduces a new DEA ranking method based on multi-directional efficiency measure (MEM) that considers all improvement directions without relying on specific ones for ranking. The method can rank both efficient and inefficient units without prior information requirements. The proposed approach is compared with three other state-of-the-art rankings using a real-life dataset.

Laura Calzada-Infante, Sebastian Lozano

Summary: This paper extends the DN analysis method to input and output data involving multiple time periods. The proposed TDN includes OUs from each time period and is visualized using various filters and node layouts. Network metrics are used to evaluate the efficiency of OUs in different periods and the corresponding productivity change.

Efficiency assessment using fuzzy production possibility set and enhanced Russell Graph measure

Manuel Arana-Jimenez, M. Carmen Sanchez-Gil, Sebastian Lozano, Atefeh Younesi

Summary: This paper studies the efficiency assessment of Decision Making Units (DMUs) with fuzzy sets as inputs and outputs. It proposes a fuzzy enhanced Russell graph measure using polygonal fuzzy sets and LU-fuzzy partial orders. Compared with other fuzzy DEA approaches, the proposed method shows greater discriminant power and flexibility in modeling the input and output data.

Size efficiency, splits and merger gains, and centralized resource reallocation of Spanish public universities

I Contreras, S. Lozano

Summary: This paper thoroughly analyzes the Spanish public university system in order to maximize efficiency. It assesses the current technical and size efficiency of different universities and identifies those that should be split. It also evaluates the potential gains from mergers of universities within each Spanish region, and reallocates transferable resources between universities within each region to achieve significant efficiency improvement and optimal sector structure.

Resource allocation and target setting: a CSW-DEA based approach

Mehdi Soltanifar, Farhad Hosseinzadeh Lotfi, Hamid Sharafi, Sebastian Lozano

Summary: This paper addresses the importance of resource allocation and target setting in the strategic management process of an organization. It proposes a new approach for resource allocation and target setting using multiplier data envelopment analysis (DEA) models and common set of weights (CSW). The innovative use of CSW and multi objective optimization in this approach is consistent with the centralized decision making nature of the problem. The validity and usefulness of the proposed CSW-DEA models are demonstrated using different datasets.

Complex network modeling of a river basin: an application to the Guadalquivir River in Southern Spain

R. Rodriguez-Alarcon, S. Lozano

Summary: This paper uses complex network analysis to analyze the structure of a whole river basin and proposes various metrics to measure different characteristics of the network. A new centrality index based on environmental impact is applied to identify key nodes for contamination propagation. The application of this method to the Guadalquivir River basin in Southern Spain validates its effectiveness and reveals the scale-free nature of the network.

Multiobjective centralized DEA approach to Tokyo 2020 Olympic Games

Sebastian Lozano, Gabriel Villa

Summary: This paper introduces a multi-objective fixed-sum output (FSO) approach that considers factors such as the total number of medals awarded. The approach aims to set all output targets as close as possible to their ideal values. A secondary goal of minimizing the sum of absolute changes in the number of medals is also considered. The proposed approach has been applied to the results of the Tokyo 2020 Olympic Games and compared with FSO and non-FSO DEA methods.
