Summary: Shanxi Province, an important energy base in China, heavily relies on coal resources for its economic development, resulting in significant carbon dioxide emissions and ecological problems. This paper utilized the SBM-DEA model and Malmquist index to assess the energy consumption and carbon emission efficiency of 11 prefecture-level cities in Shanxi from 2000 to 2020. The findings revealed variations in carbon emission efficiencies among the cities, with Taiyuan and Shuozhou exhibiting higher technical efficiency, technological progress, and total factor productivity compared to others. Although the carbon emission rate in Shanxi has slowed down, challenges such as a large total emission base, high carbon emission intensity, and low unit carbon emission efficiency persist. The industrial structure plays a vital role in hindering improvements in carbon emission efficiency. The study also observed a gradual dispersion and enhancement of carbon emission efficiency from the central and northern regions to the southern regions of Shanxi Province during the period. To attain a low-carbon economy, Shanxi Province needs to optimize its industrial structure, expedite research and development in low-carbon technologies, adjust its energy structure, and promote the establishment of an energy supply system centered around clean low-carbon energy sources.

Summary: After the pandemic, global supply chains will be restructured, with production lines being relocated among countries for sustainable development. Determining the most suitable destination for manufacturers' investments becomes crucial, especially in high-tech manufacturing involving complex factors like technological maturity, support policies, political issues, and technology security. Southeast Asia is considered attractive to multinational manufacturers. To address this, a novel regret-theory-based spherical fuzzy prioritization approach is proposed, combining efficiency evaluation using super-efficiency slack-based model (super-SBM) and effectiveness determination using spherical fuzzy regret-theory-based decision-making approach (SfRDMA). The findings highlight the importance of government policy, political stability, and human resources availability, and identify India, Thailand, Vietnam, Malaysia, and Indonesia as promising destinations for high-tech production lines.

Summary: As the need for long-term care among older people increases, it is essential to evaluate daycare centers, which provide localized long-term care services, for their growth and direction. However, current evaluation indexes fail to emphasize the significance of each index item or the actual effectiveness of an organization's operations and management. To address this issue, this research developed an evaluation model for the operation and administration of daycare centers using the Fuzzy Analytic Hierarchy Process (FAHP) and the Technique for Order Preference by Similarity to the Ideal Solution (TOPSIS) techniques. The findings highlight the importance of organizational operation management and provide a novel evaluation methodology for nursing management efficacy.
