Summary: At least 38 states have established service areas or districts for community colleges, but little is known about how the geographic boundaries are determined and the policymaking process behind it. By examining state policy documents and the actual district boundaries of Texas community colleges, we discovered significant variations across the United States, including the decision-making authority for boundaries and the existence of tuition reductions in the districts. Our case study suggests that most of Texas's community college districts reflect their local environments, although a few may display evidence of racial imbalance.

Summary: This article explores the prospects of implementing the United social infrastructure - the political and institutional processes - for more effective governance. It assesses the role of different international organizations in achieving each sustainable development goal (SDG) individually, as well as the potential for capturing the interlinkages between them. The study reveals a mismatch between the International Organizations (IOs) responsible for coordinating the SDGs and their resource capabilities. It concludes with recommendations for reallocating responsibility to IOs with greater capabilities in promoting SDG attainment and for linking the SDGs.
