As part of France's political intentions to reduce CO2 emissions in building and transport, this work offers an analysis from the perspective of a public authority on the various innovation policies for the deployment of electric vehicles powered by solar photovoltaic electricity (PV) by the year 2030. This innovation involves enhancing the synergy between buildings and mobility by associating positive energy houses with electric vehicles. The vehicle battery, charged primarily using PV electricity, could also provide a way of storing intermittent solar-generated electricity for later use. The aim of this article is to implement a decision-making model for public administration which can select the best innovation policies based on a number of criteria reflecting their major goals in terms of policies relating to energy, economics, social cohesion and factor 4 (to reduce greenhouse gas emissions by a factor of 4 by 2050 compared with 1990 levels). The methodology developed herein has been applied to a concrete case, with some resulting recommendations which may be of use for the public authorities: simultaneously combine research in favour of solar mobility technologies and apply a relatively high carbon tax. Such recommendations are mitigated by the choice of the data set and the methodological shortcomings. (C) 2016 Elsevier Ltd. All rights reserved.
