Drought conditions in El Nino years were also significant factors in fire occurrence. Effective fire management planning should prioritize areas of high fire probability based on land use and other predisposing conditions.

Summary: In this Comment, corrections were made to misprints in equations of a paper on learning dynamics with memory, and conditions for the existence of solutions for nonlinear fractional differential equations were provided. These conditions correct those given in a book on fractional differential equations, and impose restrictions on the existence of solutions for equations describing learning dynamics with memory. The correct formulations of the principles of growth inevitability and changing growth rates by memory, proposed in the commented article, were also presented.
