This study explores the circular economy (CE) practices of Small and Medium Enterprises (SMEs) in the 28 European Union (EU) member states. Five measures of CE are studied, namely Re-planning the way water is used to minimize usage and maximize re-usage, Using renewable energy, Re-planning energy usage to minimize consumption, Minimizing waste by recycling or reusing waste or selling it to another firm, and Redesigning products and services to minimize the use of materials or using recycled materials. Multilevel ordinal probit models that control within- and between-variability across European Union countries are estimated. Results show that CE measures across EU countries are very heterogeneous. At the firm level, we find that firm size (number of employees and total turnover in 2015) and percentage of firms' turnover invested in R&D in 2015 are significant in explaining within-country variations. The multilevel structure (between-country variability) accounts for 6.1%-15.1% of the total variability of CE measures. These results have implications for the design of framework policies at EU level given that the firms surveyed are SMEs, the segment in which these CE measures most need improved planning and implementation.

Observed and estimated prevalence of Covid-19 in Italy: How to estimate the total cases from medical swabs data

F. Bassi, G. Arbia, P. D. Falorsi

Summary: The article discusses the estimation of Covid-19 prevalence in Italy and proposes reweighting official data to obtain a more representative sample. By post-stratifying and reweighting the data using age and gender variables, more reliable estimates of prevalence and lethality are obtained, resulting in a prevalence rate of approximately 9% for Italy. The proposed methodology provides a reasonable approximation while waiting for more reliable data from a properly designed national sample survey and could be further improved with additional data.

European Consumers' Attitudes towards the Environment and Sustainable Behavior in the Market

Francesca Bassi

Summary: The paper aims to analyze European consumers' attitudes and behavior towards the environment. It measures homogeneity and heterogeneity within and between European countries, verifies the relationship between attitude and behavior, and identifies factors that favor sustainable actions and consumption. Multilevel latent class models and multilevel logistic regression models are used to cluster citizens and countries and to correlate green actions with environmental attitudes and sociodemographic characteristics. The findings reveal six homogeneous groups of citizens with different levels of sensitivity and four groups of European countries with similar compositions. The results also indicate a direct influence of attitude on behavior and significant effects of consumers' sociodemographic characteristics.

Profile-based latent class distance association analyses for sparse tables:application to the attitude of European citizens towards sustainable tourism

Francesca Bassi, Jose Fernando Vera, Juan Antonio Marmolejo Martin

Summary: This study focuses on the attitudes and willingness of European citizens towards sustainable tourism and examines their behavior patterns through individual profiles. By using a latent class distance association model and unfolding method, the limitations of traditional methods in analyzing profiles are overcome. The results indicate that citizens in Sweden and Romania are more committed to environmentally friendly behavior, while those in Belgium, Cyprus, France, Lithuania, and the Netherlands are less willing to change their habits. Moreover, the readiness of citizens to change their behavior also depends on socio-demographic characteristics such as gender, age, occupation, community type, household size, and pre-pandemic travel frequency.

Unveiling the economic and environmental impact of policies to promote animal feed for a circular food system

Alessandro Gatto, Marijke Kuiper, Corina van Middelaar, Hans van Meijl

Summary: This study examines the economic and environmental effects of transitioning towards more circular food systems in the European Union (EU27) by feeding animals with low-opportunity-cost feed and better utilizing local feed resources. The results show that providing subsidies for circularity and promoting the use of low-cost feed can increase animal production, but also have negative impacts on land use and emissions. On the other hand, promoting domestic feed sourcing through import tariffs can decrease animal production and greenhouse gas emissions in agriculture. However, complementary policies are needed to mitigate drawbacks and enhance benefits of a more circular agri-food system.
