Strategic alliances are established between firms to improve their competitiveness in markets and generally appear in the form of joint ventures. Such collaborative efforts require centralized planning, and the survival of the alliance largely depends on the success of joint planning processes. In this regard, we investigate the opportunities that centralized collaboration can offer to firms when designing their service networks. Apart from the classical fixed and variable costs associated with the network design, we also consider transaction costs induced by the formation of the alliance, which can broadly be defined as cost components related to the coordination and monitoring of the people, efforts and resources. We concentrate on bilateral alliances and develop alternative models for solving their associated network design problem. We also adopt a state-of-the-art heuristic to solve large-scale instances. Our findings confirm that accounting for the transaction cost in network design is vital for the alliance. These transaction costs can be high enough to even render the collaboration unattractive. Hence, careful data collection and model treatment are required before deciding whether to form an alliance. (C) 2019 Elsevier Ltd. All rights reserved.

The Fixed-Partition Policy Inventory Routing Problem

Ali Diabat, Claudia Archetti, Waleed Najy

Summary: This paper introduces a variant of the inventory routing problem called the fixed-partition policy IRP (FPP-IRP), which partitions customers into fixed clusters for distribution. By restricting flexibility, FPP-IRP can improve operational efficiency, robustness, and consistency in distribution policy. Two fixed-partition policies are presented along with mathematical formulations and valid inequalities, and a worst-case analysis of their performance is conducted. Extensive computational results demonstrate the potential benefits of these policies.

Pickup and delivery problems with autonomous vehicles on rings

Manuel Trotta, Claudia Archetti, Dominique Feillet, Alain Quilliot

Summary: In this paper, we introduce a new class of Pickup and Delivery problems on circles and discuss their classification scheme. We address the variants of these problems in which vehicles are allowed to move in a single direction on the circle and the objective is to minimize the number of tours while serving all the requests. We provide complexity analysis, develop polynomial time algorithms, and prove NP-hardness for certain variants. Additionally, we present mathematical formulations and computational tests to assess the effectiveness of the solutions. Finally, we compare optimal solutions with a greedy algorithm.

Comparison of formulations for the Inventory Routing Problem

Claudia Archetti, Ivana Ljubic

Summary: This paper proposes an analysis and comparison of the strength of lower bound in different formulations for the Inventory Routing Problem (IRP). It investigates the equivalence between aggregated formulations and formulations with exponentially many constraints, as well as between aggregated and disaggregated formulations in terms of linear relaxation value. The analysis fills a research gap in the field of IRP and presents competitive exact solution approaches based on aggregated formulations.

Summary: This paper introduces the Close-Enough Traveling Salesman Problem and proposes a genetic algorithm to optimize the solution. Test results show that the GA produces better or similar solutions compared to existing algorithms. Different metrics are proposed to classify problem instances and the previously proposed metric, Overlap Ratio, is revised. A case study related to solar panel diagnostic reconnaissance is presented to demonstrate the benefits of applying the GA approach.

Freight-on-Transit for urban last-mile deliveries: A strategic planning approach

Diego Delle Donne, Laurent Alfandari, Claudia Archetti, Ivana Ljubic

Summary: In this study, we propose a delivery strategy called Freight-On-Transit (FOT) that combines freight transportation with mass mobility systems in urban areas to minimize negative externalities caused by transportation. The system utilizes the residual capacity on public transport means to transport parcels from distribution centers to stop locations on public vehicle itineraries, and then they are delivered to the final destination using green vehicles. We focus on the strategic decisions related to defining the public transportation network and propose different formulations for the problem and effective heuristic solution approaches based on column generation.

Analysis of the Chinese government's subsidy programs to restore the pork supply chain: The case of African swine fever

Hengyu Liu, Kai Zheng

Summary: Since August 2018, African swine fever (ASF) has caused over one million pig deaths in China and led to a surge in pork prices. To address this issue, the Chinese government has implemented two farm subsidies: the compulsory culling subsidy (CCS) and the large-scale breeding subsidy (LBS). Through a game-theoretic model, the study explores the optimal design of these subsidy programs and their impacts on different stakeholders.

Comparative risk aversion vs. threshold choice in the Omega ratio

Anne G. Balter, Ki Wai Chau, Nikolaus Schweizer

Summary: This study examines whether the threshold parameter in the Omega ratio represents risk aversion by analyzing the asymptotic expansions for risk premia. The results suggest that the threshold in the Omega ratio represents risk aversion when the variance of the additional risk decreases with the background risk and when the density of the background risk is log-concave. Comparisons with expected utility criteria indicate that the conditions for the Omega threshold to represent risk aversion are comparable to those for exponential utility functions.

Supply chain contracting with asymmetric cost information and behavioral preferences: Theory and experiment☆

Junlin Chen, Zewu Jiang, Xiaobo Zhao, Wanshan Zhu, Jinxing Xie

Summary: In this study, we investigate a supply chain system consisting of a retailer and a supplier. We examine the threshold problem in contract design and take into account the risk preference of the retailer and the fairness concern of the supplier. The experiment shows that the behavior of the retailer affects the threshold of the optimal contract design, while the behavior of the supplier only affects the optimal wholesale price. These findings suggest that the behavior of retailers and suppliers play a crucial role in the mechanism design of supply chains.
