Summary: This study explored the decision-making practices of licensing authorities under the UK's Licensing Act, revealing that when members of the public opposed license applications, authorities employed procedural fairness, partnership working, and framing as key practices to resolve conflicts. These practices represent a pragmatic process aimed at restoring balance in powers and improving transparency in decision-making.

Summary: This study investigates the perspectives of UK stakeholders on the actual and potential impact of a public health licensing objective in their day-to-day work. The findings reveal that in Scottish areas where the public health licensing objective has been implemented, the alcohol licensing system is adapting to better incorporate public health goals. In England, public health teams that have engaged in this area have demonstrated their ability to work effectively within licensing systems.

Summary: This study examined the impact of cultural, environmental, and planning services provided by local authorities in England on childhood obesity rates. The findings suggest that while cuts in these services may contribute to an increase in childhood obesity, the past decade's rise in obesity rates has been mainly driven by other factors that are unevenly distributed across levels of deprivation. Rating: 7/10.

Summary: The study in South-West Nigeria revealed that only 9 out of 24 local government councils had enacted liquor license bylaws, lacking regulations to control physical availability and outlet density. Financial officers served as licensing officers without any licensing committees. The main objective for licensing alcohol outlets was revenue generation, leading to indiscriminate authorization of alcohol outlets by LGCs.

Summary: Public health experts have urged governments to regulate newly legalized cannabis in the same way as alcohol for effective health protection. However, research on the alignment of alcohol and cannabis policies is limited. This study assessed the similarities and differences in alcohol and cannabis control policies across California, finding few similarities between them. The study also revealed that localities with stricter alcohol policies tend to have stricter cannabis policies.

Summary: Over the past 25 years, the central government in England has repeatedly tried to integrate local public services through various coordination programs, resulting in an excess of initiatives. By studying these initiatives, we discovered the government's preferred approaches to achieve local coordination, such as using funding and fiscal powers, competitive allocation processes, and a constrained discretion model of governance. These choices are influenced by the accountability structures within the government and shed light on the relationship between accountability and programmatic efforts at the local level.

Summary: This study explores the relationship between the quality, efficiency, and fairness of local public service provision and social trust using multilevel models on survey data from the Quality of Life in European Cities project. The empirical results suggest that an increase in the quality of local public services is significantly associated with an increase in social trust, particularly improvements in sport and leisure facilities and the condition of public spaces.

Summary: The war in Syria has led to a severe refugee crisis, with Turkey hosting the largest number of Syrian refugees who are at increased risk of common mental disorders due to their exposure to war, violence, and post-displacement stressors. This study found that anxiety, depression, and PTSD symptoms are prevalent among Syrian refugees in Turkey, with factors such as gender, economic difficulties, previous trauma experiences, and unmet social support needs predicting common mental disorders. Comprehensive health and social services are essential to address the mental health needs of Syrian refugees in Turkey.

Summary: The scoping review identified studies that applied a complex systems perspective to alcohol consumption and harm prevention, primarily focusing on the United States and Australia among general population, university students, and adolescents. The majority of studies examined consumption behavior patterns and local environments. While most studies explored individual and local interactions and influences, fewer explored the relationships between these and regional, national, and international subsystems.

Summary: The study found that community interventions in high-income countries do not have significant effects on protecting and promoting the mental health of working-age adults. There is a need for more well-controlled studies and trials to understand effective components better and identify interventions that warrant wider implementation.
