The European Union Water Framework Directive (WFD) has provided the European Member States with a range of interacting governance challenges. This article studies three of these (the need for new administrative arrangements, public participation, and the enforced strict time frame). It questions how these interacting governance challenges were addressed in implementing the WFD in the Netherlands - a particularly interesting country since the European Commission assesses its implementation process in relatively positive terms, while an in-depth study reported on in this article tells a contrasting story. Based on this study, the article concludes that especially the interaction effects between the governance challenges may help us to better understand the outcome of the WFD-implementation process, and to provide more suitable advice as to how to improve the implementation process in future rounds.

How does symbolic commitment strengthen the resilience of sustainability institutions? Exploring the role of bureaucrats in Germany, Finland, and the UK

Ryan Wong, Jeroen van der Heijden

Summary: Symbolic commitment is crucial for sustainability governance, viewed optimistically by academics and policymakers as a tool to strengthen institutions and maintain attention on key issues. However, over-reliance on symbolic commitment can pose risks, which can be mitigated by considering economic austerity and institutional memory loss.

Compound urban crises

Linda Westman, James Patterson, Rachel Macrorie, Christopher J. Orr, Catherine M. Ashcraft, Vanesa Castan Broto, Dana Dolan, Mukesh Gupta, Jeroen van der Heijden, Thomas Hickmann, Robert Hobbins, Marielle Papin, Enora Robin, Christina Rosan, Jonas Torrens, Robert Webb

Summary: This paper addresses compound urban crises and highlights the need for interdisciplinary insights to inform urban governance responses. By combining ideas from complex adaptive systems and critical urban studies, the authors develop boundary concepts to understand the complexities of these crises. These concepts provide a theoretical anchor to develop practical insights and reform urban governance.

Biyue Wang, Martin de Jong, Ellen van Bueren, Aksel Ersoy, Yun Song

Summary: This article examines the rapid development of HSR new towns in China through the lens of state entrepreneurialism. Identifying the merits of bottom-up urban development: theory-based evaluation using a value map model

Jeroen Mens, Ellen van Bueren, Ruben Vrijhoef, Erwin Heurkens

Summary: Comprehensive understanding of the merits of bottom-up urban development is lacking, thus hampering and complicating associated collaborative processes. Therefore, we mapped the social, environmental, and economic values generated by bottom-up developments in two Dutch urban areas, using theory-based evaluation principles. These evaluations provided insights into the values, beneficiaries, and path dependencies between successive values, confirming the expected impact of placemaking on further spatial developments. They also revealed broader impacts of bottom-up endeavors, such as influences on local policies and innovations in urban development.

Gentrification and the Origin and Destination of Movers: A Systematic Review

Kyri Maaike Joey Janssen, Clementine Cottineau, Reinout Kleinhans, Ellen van Bueren

Summary: Gentrification is a process of upgrading neighborhoods and their socio-economic composition through residential moves and social mobility, but little attention has been paid to the spatial aspect of these moves. This literature review focuses on the origin and destination of moves to and from gentrifying neighborhoods, highlighting gaps in the research. The results suggest that the destination of displaced households has been extensively studied, while the spatial origins of gentrifiers have been overlooked, particularly from outside the city-region.

Transit-Oriented Development in China: A Comparative Content Analysis of the Spatial Plans of High-Speed Railway Station Areas

Biyue Wang, Martin de Jong, Ellen van Bueren, Aksel Ersoy, Yanchun Meng

Summary: With the rapid development of high-speed railway in China, transit-oriented development (TOD) based on high-speed rail has become popular nationwide. Sustainable HCI Under Water: Opportunities for Research with Oceans, Coastal Communities, and Marine Systems

Laura J. Perovich, Catherine Titcomb, Tad Hirsch, Brian Helmuth, Casper Harteveld

Summary: Despite the crucial role of oceans in human well-being, the sustainable HCI (SHCI) community has not given sufficient attention to this issue. This paper presents a scoping review to demonstrate the presence of ocean-related concerns in the broader SHCI literature and identify new research opportunities. Several themes, including marine food sources, culture and coastal communities, ocean conservation, and marine climate change impacts and adaptation strategies, emerge as potential areas for focused SHCI research. The paper also highlights opportunities for further work on marine human-natural systems research in SHCI and interdisciplinary collaboration with marine science and coastal communities.
