Health Taxes on Tobacco, Alcohol, Food and Drinks in Low- and Middle-Income Countries: A Scoping Review of Policy Content, Actors, Process and Context

Lana M. Elliott, Sarah L. Dalglish, Stephanie M. Topp

Summary: This scoping review explores the factors influencing the design and implementation of health-related fiscal measures in low-and middle-income countries (LMICs). The study identifies key factors enabling the use of these measures, such as localised health and economic evidence, policy championing, and inter-ministerial support. However, it also highlights obstacles including negative framing by industry, vested interests, and governmental policy disjuncture.

The staff are not motivated anymore: Health care worker perspectives on the Integrated Management of Childhood Illness (IMCI) program in the Philippines

Mark Donald C. Renosa, Kate Baernighausen, Sarah L. Dalglish, Veronica L. Tallo, Jhoys Landicho-Guevarra, Maria Paz Demonteverde, Carol Malacad, Thea Andrea Bravo, Mary Lorraine Mationg, Socorro Lupisan, Shannon A. McMahon

Summary: Limited studies have been conducted on the Integrated Management of Childhood Illness (IMCI) program in the Philippines, with a focus on the perspectives of frontline health care workers. Challenges faced by HCWs implementing IMCI in the Philippines include inadequate financial resources, training, leadership, access to relevant documents, and professional hierarchies, despite the perceived holistic benefits of the program to the community. More effective implementation processes are needed to improve acceptance in primary health care facilities.

Lessons from co-production of evidence and policy in Nigeria's COVID-19 response

Ibrahim Abubakar, Sarah L. Dalglish, Chikwe A. Ihekweazu, Omotayo Bolu, Sani H. Aliyu

Summary: Nigeria faced a potentially catastrophic COVID-19 outbreak in February 2020, prompting rapid decision-making with limited understanding of transmission dynamics. The co-production of evidence between political decision-makers, health policymakers, and academics proved essential, but faced challenges of transparency, bureaucratic obstacles, and an overly epidemiological focus to the detriment of addressing social and economic impacts. Going forward, Nigeria should strengthen integration and develop strategies to mitigate the effects, particularly on the poorest populations.

Analysis of news articles showed vulnerable groups experienced various challenges during the pandemic, emphasizing the need for strategic efforts to achieve Sustainable Development Goals by 2030 in the region.
