Summary: This study examines the heterogeneous effects of regional trade agreements (RTAs) on apparel and total trade using a PPML gravity model. The results show that the RTA estimates for apparel trade have a significantly higher variance compared to total trade. It is also found that the size of the RTA estimates for apparel trade is significantly and negatively correlated with the restrictiveness of rules of origin (RoOs). Furthermore, ending temporary exceptions to the RoOs in US trade agreements is associated with a reduction in apparel trade. The study highlights the potential of RTAs as effective policy instruments for promoting economic development in developing countries, such as job creation and reduction of emigration in Central America through updating the RoOs of the Dominican Republic-Central America Free Trade Agreement.

Summary: This study examines the impact of regional trade agreements on exporters in non-member countries using firm-level data from Costa Rica and detailed information on trade agreement content. Contrary to the conventional view on trade diversion, the analysis finds that deep regional trade agreements can have a positive spillover effect by increasing the probability of export and entry for third-country firms that previously exported to member countries. This spillover effect is driven by nondiscriminatory provisions and regulatory issues addressed in the agreements, which make member countries more similar and reduce entry costs. Moreover, firms exporting regulation-intensive products benefit disproportionately more from deep trade agreements in destination markets.

Previous studies have focused on the impact of regional services trade agreements (services RTAs) on services trade, but little attention has been paid to assessing the estimation consistency with structural gravity theory and analyzing the general equilibrium effects of services RTAs.
