Summary: By 2000, the EU recognized its underperforming innovation capacity compared to competitors. Efforts have been made to stimulate R&D through PCP and PPI, but there is still a gap in knowledge and use of these tools, especially in healthcare. Demand-driven R&D in digital health has been lacking, while supply-driven innovation has not yielded satisfactory results. PCP and PPI can have significant impacts on innovative health technology development and adoption.

Challenges such as communication difficulties, administrative barriers, increased healthcare costs, and short enrollment windows must be addressed by policymakers to achieve universal health coverage in the USA.
