Summary: The study highlights the inadequacy of solely focusing on the financial and operational aspects in assessing the efficiency and service quality of municipally owned corporations (MOCs). It emphasizes the need to take into account criteria that measure service quality in addition to financial metrics when evaluating these companies. The research developed a method for measuring the comprehensive performance of MOCs and emphasizes the importance of considering multiple criteria, including financial and service quality, in the assessment of these companies.

Summary: This study investigates the impact of local government debt (LGD) on corporate earnings management using a sample of 25,624 firm-year observations from 2007 to 2019. The results indicate that LGD encourages firms to engage in earnings management, particularly income-decreasing earnings management. The findings are robust to different econometric methods and heterogeneous analyses suggest that the effect of LGD on earnings management is more pronounced in politically dependent firms and is moderated by external governance mechanisms. Moreover, it is found that tax enforcement serves as an underlying channel through which LGD affects earnings management.

Summary: This study aims to investigate the factors influencing waste sorting behaviors by using longitudinal data from 945 municipalities in Catalonia from 2000 to 2019. Econometric models are estimated to identify geographic, demographic, socioeconomic, and policy design determinants of sorted municipal solid waste collection (SMSWC) rates at a municipal level. The findings provide new insights on the effects of geographic conditions, unemployment, and foreign population on waste management behaviors, contradicting earlier theoretical expectations. The empirical evidence suggests that active waste collection policies can effectively increase the rate of sorted waste collection to achieve recycling goals set by European Union legislation and the Spanish Waste Law. Additionally, the study emphasizes the importance of considering demographic trends and differences in waste sorting behavior among social groups when addressing waste management issues.

Summary: Rapid global urbanization and changes in people's lifestyles have led to an increase in waste generation and more complex waste types. Many local governments have invested in municipal solid waste infrastructure (MSWI) to implement circular strategies in response to these changes. This paper aims to explore the interdependencies between MSWI and the local social system, and validate the systemic nature of MSWI. The study reviews current MSW treatment methods and infrastructure, interrogates system-oriented concepts, and uses a conceptual model to map the interdependencies in a MSWI system. Empirical validation of the model is done through a case study of the Dutch city of Almere, which identifies the social systems that contribute to the development of the MSWIS.

Summary: Using data from 2011 to 2019, this paper examines the impact of air pollution on local government financing costs in China. The results indicate that cities with severe air pollution experience higher spreads on municipal corporate bonds, suggesting increased financing costs. Additionally, air pollution is associated with lower economic growth, decreased population, and worse fiscal conditions, which support the hypothesis that it weakens implicit guarantees for municipal corporate bonds. The study also finds that the detrimental effect of air pollution is more significant for bonds without explicit guarantees and issued by local government financing vehicles in less marketized regions.

Summary: This paper examines the concentration dynamics in the Spanish market for urban water service provided by private contract operators from 2000 to 2020. The study finds that the market is highly concentrated, with concentration increasing until 2007, declining after the passing of Law 30/2007 on Public Sector Contracts and Organic Law 8/2007 on Political Party Financing, and rising again from 2016 onwards. This trend is attributed to strategic behavior by the two leading operators, who acquire smaller companies with a significant presence in regional markets. Legislative reforms are proposed to safeguard competition space.

Summary: This study investigates whether weak executive federalism in the USA was beneficial or damaging for COVID-19 management. A policy response model is formulated for subnational governments, taking into account the national government's preferred policy and other factors, with both incomplete and complete information. Econometric techniques are used to test the derived hypotheses. The results suggest that ideological and political biases were more influential in a situation of incomplete information, while they were found to be irrelevant when information was complete.

Summary: This paper empirically examines the determinants of air cargo supply in Latin American and Caribbean countries using city-pair data from 2011 to 2020. The study finds that air cargo supply tends to concentrate in airports located in highly populated cities. The relationship between income and air cargo supply is complex, but it shows a consistent positive effect on dedicated cargo flights. Distance has a negative relationship with air cargo supply in belly cargo. Low-cost airlines stimulate cargo supply in passenger flights but not in dedicated cargo flights. Free trade agreements positively contribute to air cargo supply, particularly in belly cargo and intra-regional routes. The quality of the infrastructure at the airport of origin positively impacts air cargo supply in dedicated flights and extra-regional routes. Intense competition between airlines and the use of wide-body aircraft have a positive effect on cargo supply.

Summary: This study examines the economic and environmental effects of transitioning towards more circular food systems in the European Union (EU27) by feeding animals with low-opportunity-cost feed and better utilizing local feed resources. The results show that providing subsidies for circularity and promoting the use of low-cost feed can increase animal production, but also have negative impacts on land use and emissions. On the other hand, promoting domestic feed sourcing through import tariffs can decrease animal production and greenhouse gas emissions in agriculture. However, complementary policies are needed to mitigate drawbacks and enhance benefits of a more circular agri-food system.
