This paper analyses the factors that determine solid waste service costs. The empirical analysis is based on the information derived from a survey conducted in a sample of Galician municipalities. The results reveal economies of scale in municipalities of fewer than 50,000 inhabitants, such that cooperation between these municipalities could lead to cost savings. It also appears that private delivery is not cheaper than public delivery. Finally, designating a larger proportion of the total waste volume to recycling does not imply greater costs. Legislative reforms and market dynamics in the provision of urban water service by private contract operators in Spain

Summary: This paper examines the concentration dynamics in the Spanish market for urban water service provided by private contract operators from 2000 to 2020. The study finds that the market is highly concentrated, with concentration increasing until 2007, declining after the passing of Law 30/2007 on Public Sector Contracts and Organic Law 8/2007 on Political Party Financing, and rising again from 2016 onwards. This trend is attributed to strategic behavior by the two leading operators, who acquire smaller companies with a significant presence in regional markets. Legislative reforms are proposed to safeguard competition space.

Does inter-municipal collaboration improve public service resilience? Evidence from local authorities in England

Summary: Resilient organizations can maintain functioning during unexpected adversity, and collaboration plays a significant role in enhancing resilience. However, collaboration may also impede rapid and flexible decision-making. Through a case study on 'inter-municipal' collaboration in England, we find that collaboration partly limited the decline in service accuracy but did not protect service speed.

Ideology, political polarisation and agility of policy responses: was weak executive federalism a curse or a blessing for COVID-19 management in the USA?

Summary: This study investigates whether weak executive federalism in the USA was beneficial or damaging for COVID-19 management. A policy response model is formulated for subnational governments, taking into account the national government's preferred policy and other factors, with both incomplete and complete information. Econometric techniques are used to test the derived hypotheses. The results suggest that ideological and political biases were more influential in a situation of incomplete information, while they were found to be irrelevant when information was complete.

Econometric analysis of the determinants of air cargo services supply in Latin America and the Caribbean

Summary: This paper empirically examines the determinants of air cargo supply in Latin American and Caribbean countries using city-pair data from 2011 to 2020. The study finds that air cargo supply tends to concentrate in airports located in highly populated cities. The relationship between income and air cargo supply is complex, but it shows a consistent positive effect on dedicated cargo flights. Distance has a negative relationship with air cargo supply in belly cargo. Low-cost airlines stimulate cargo supply in passenger flights but not in dedicated cargo flights. Free trade agreements positively contribute to air cargo supply, particularly in belly cargo and intra-regional routes. The quality of the infrastructure at the airport of origin positively impacts air cargo supply in dedicated flights and extra-regional routes. Intense competition between airlines and the use of wide-body aircraft have a positive effect on cargo supply.

When the time is right: testing for dynamic effects in collaborative performance

Interestingly, the re-municipalization of personal services is more likely to be fully implemented and finalized faster. Moreover, the probability of implementing reforms increased after the great recession.

Recycling of spent lithium-ion battery graphite anodes via a targeted repair scheme

In-line sorting system with battery detection capabilities in e-waste using combination of X-ray transmission scanning and deep learning

Unveiling the economic and environmental impact of policies to promote animal feed for a circular food system

Summary: This study examines the economic and environmental effects of transitioning towards more circular food systems in the European Union (EU27) by feeding animals with low-opportunity-cost feed and better utilizing local feed resources. The results show that providing subsidies for circularity and promoting the use of low-cost feed can increase animal production, but also have negative impacts on land use and emissions. On the other hand, promoting domestic feed sourcing through import tariffs can decrease animal production and greenhouse gas emissions in agriculture. However, complementary policies are needed to mitigate drawbacks and enhance benefits of a more circular agri-food system.
