A 50% increase in testing at routine checkups could raise the prevalence of individuals who had ever been tested to 84.0%. Increases in HIV testing prevalence were highest among individuals aged 35-54, Black individuals, and those reporting HIV risk behaviors.

Summary: Incorporating routine opt-out HIV testing in correctional settings is crucial in combating the HIV/AIDS epidemic. The implementation of such testing in Alameda County jails between 2012 and 2017 yielded a positivity rate of 0.55% for newly diagnosed and previously diagnosed but out-of-care cases. Nearly 80% of those who tested positive were effectively linked to care within 90 days. These findings highlight the importance of supporting HIV testing programs in correctional settings.
