Revisiting the determinants of local government performance

Managing financial resources efficiently is a requirement for all levels of government. However, measuring the performance of governments or other public authorities is usually highly complex. The results of this type of assessment are likely to be biased or perverse. This study attempts to identify non-discretionary or exogenous variables that are associated with better/worse economic performance of local governments (the determinants of efficiency). Based on past research, the paper starts by providing a classification for the different types of determinants of local government performance. Afterwards, using data from all Portuguese municipalities, the relationship between a large number of factors and the efficiency scores is assessed. To accomplish this, several Tobit, OLS and double-bootstrap models were implemented. The efficiency scores are computed through non-parametric frontier methodologies. The results indicate that analysts must be prudent while interpreting the economic results achieved by each municipality. To be impartial and robust any performance evaluation model should (at least) consider the effects of the determinants of cost efficiency identified in this paper. (C) 2013 Elsevier Ltd. Measuring the SDGs in Refugee Camps: An Insight into Arab States Bordering Syria

Summary: This article reviews the implementation of the 2030 Agenda in refugee camps in the Arab Middle East based on empirical data from Syrian refugees and Iraqi IDPs collected through a questionnaire. SDGs' indices were calculated using arithmetic mean and principal component analysis methods. The study finds that progress towards achieving the SDGs varies in the three locations due to different policies in the host countries. Iraq ranked highest in social and economic sustainability, Jordan ranked highest in environmental sustainability, and Lebanon lagged behind in all three dimensions. While SDG7 performed well, accelerating progress towards the remaining SDGs is crucial. Without substantial efforts from all stakeholders, the 2030 agenda will not be accomplished.

Project Risks Influence on Water Supply and Sanitation Sector Financing Opportunities

Summary: Private financing in the water supply and sanitation sector is inadequate due to perceived project risks, resulting in barriers to leveraging private financing. This study analyzed 185 World Bank-funded projects from 2015 to 2021 to understand the influence of perceived risks on financing. The study identified the most prevalent risks in these projects and found that the World Bank has varying levels of tolerance for different risk types, which can impact financing decisions.

Public-Private Partnerships: A Fresh Risk-Based Approach to Water Sector Projects

Data Envelopment Analysis models with imperfect knowledge of input and output values: An application to Portuguese public hospitals

Data Envelopment Analysis (DEA) is a widely used mathematical model for efficiency estimation. This study proposes a method to address the issue of imperfect knowledge of data and demonstrates its effectiveness through an empirical case study.

An institutional and transaction cost analysis for the efficiency of water service in Brazilian local government consortia

Summary: In this paper, we empirically investigate the relationship between cooperating entities, local government institutions, and transaction costs in Brazilian local government water services through consortia. Our results show that institutional arrangements significantly affect cost efficiency, measured by total expenditure per user, between 2011 and 2019. We found that cost efficiency increases slowly under bureaucracies and faster under public enterprises, with dedicated asset specificities and contract management complexity explaining differences in water service provision cost efficiency. These findings have theoretical significance and important policy implications for intermunicipal cooperative agreements.

The quality of local democracy: an institutional analysis

Summary: Much of the literature on quality of democracy focuses on nation states and uses case studies. However, there is less theoretical and comparative empirical research on the quality of local democracy. This paper aims to contribute to our understanding of democracy from a grassroots perspective. It develops a conceptual framework and uses a multidimensional index to assess the quality of democracy in all 278 municipalities in mainland Portugal. The regression analysis conducted in this study tests the usefulness of these measures and explores the associations between quality of local democracy and various political and socioeconomic factors.

Analysis of the Chinese government's subsidy programs to restore the pork supply chain: The case of African swine fever

Comparative risk aversion vs. threshold choice in the Omega ratio

Summary: This study examines whether the threshold parameter in the Omega ratio represents risk aversion by analyzing the asymptotic expansions for risk premia. The results suggest that the threshold in the Omega ratio represents risk aversion when the variance of the additional risk decreases with the background risk and when the density of the background risk is log-concave. Comparisons with expected utility criteria indicate that the conditions for the Omega threshold to represent risk aversion are comparable to those for exponential utility functions.

Analysis of global brands' green procurement strategy: Co-opetitive local sourcing vs. overseas sourcing under delivery disruption

Supply chain contracting with asymmetric cost information and behavioral preferences: Theory and experiment☆

Summary: In this study, we investigate a supply chain system consisting of a retailer and a supplier. We examine the threshold problem in contract design and take into account the risk preference of the retailer and the fairness concern of the supplier. The experiment shows that the behavior of the retailer affects the threshold of the optimal contract design, while the behavior of the supplier only affects the optimal wholesale price. These findings suggest that the behavior of retailers and suppliers play a crucial role in the mechanism design of supply chains.

International comparisons of COVID-19 pandemic management: What can be learned from

Managing flexibility in stochastic multi-level lot sizing problem with service level constraints
