Summary: This article examines the role of strategic and communicative rationalities in strategic spatial planning, introducing an analytical framework to equally recognize the two rationalities through coordination and competitive/collaborative settings of social interaction. The applicability of the framework is illustrated with the example of strategic spatial planning in Turku, Finland.

Summary: This paper proposes a fair allocation method based on iterative election for the initial allocation of carbon emission rights in power systems using the axiomatic method and social choice theory. The game equilibrium problem is studied under the iterative election allocation mechanism, and the finite rationality of participants in a complex environment is described. The study provides insights for the construction of carbon emission market in China's power industry and offers a reasonable and feasible path for the fair distribution of initial carbon emissions.

Summary: Water, energy, and food are pivotal resources for sustainable development, but there is a crucial gap in assessing their relationship. This study constructed a comprehensive indicator system and proposed evaluation methods to assess the sustainability and coupling coordination of WEF nexus in different regions of China. The findings provide policy recommendations for improving resource management and promoting sustainable development.

Summary: This study aims to develop an index for evaluating the strategic human resource management ability (SHRMA) of clinical departments in public hospitals in China. The index was constructed through the Delphi technique and intuitive fuzzy analytic hierarchy process, including first-level, second-level, and third-level indicators. This index provides a quantitative evaluation tool for SHRMA in clinical departments of public hospitals.

Summary: Implementing water metering projects within community-based management can support sustainable water resource management, but may also lead to controversy. Research suggests that a more inclusive decision-making process can enhance perceptions of fairness and appropriateness of the decision, ultimately leading to positive outcomes in water system management.

Summary: Ensuring sustainable management and sufficient supply of freshwater resources is becoming increasingly challenging globally. Studies show that current policies addressing water scarcity often fail to consider the impact of human-water interactions on water supply and demand. Solutions to combat water scarcity should focus on understanding these interactions and exploring information and economic policy instruments.

Summary: Farmers in Australia are willing to adopt "bittern-friendly" rice growing practices to conserve the endangered Australasian bittern. They are motivated by public recognition of the habitat values of their fields and are willing to forgo profits for conservation efforts. Farmers have preferences for financial incentives and management requirements, with a strong emphasis on flexibility. Incentive programs that use public resources and consumer funding are more preferred than pledge systems and tenders.

Summary: This study examines the influences of power dynamics, political party affiliation, and climate impact risks on climate mitigation and adaptation efforts in 136 urban US cities and 33 states. The findings shed light on the motivations of subnational governments to take climate action and identify significant dynamics influencing decision-makers to take climate action.

Summary: This article examines Habermas's concept of communicative power and argues that it describes a nonviolent and noninstrumental mode of communication. Habermas presents communication as a mimetic achievement, involving aesthetic practices and experiences that affect its participants. By highlighting the aesthetic dimensions of political life, he contributes to the understanding of democratic politics and offers a perspective for critical evaluation of opinions and political projects.

Summary: This paper investigates the allocation of jamming power by a friendly interferer to eavesdropping channels in order to enhance the secrecy level of a wireless network. The optimal power allocation policy is obtained by solving a convex optimization problem when all channels used for secret communication are threatened by eavesdropping attacks. A non-zero-sum game is proposed to help the friendly interferer predict and focus on the targets selected by the eavesdropper. The paper provides conditions under which the eavesdropper's equilibrium strategy is deterministic and presents an algorithm for computing an equilibrium power allocation strategy.

Summary: Increasing water demand due to population growth and urbanization in arid and semiarid regions in China has led to water scarcity issues. This study identified the spatiotemporal variations of water consumption in 42 cities in Northwest China and determined the influencing factors. The findings suggest the need for water-saving appliances and improved water-use efficiency in high-consumption cities and increased water supply capacity in low-consumption cities in order to achieve sustainable water management.

Summary: In this study, a two-stage newsvendor model is examined to determine the optimal inventory policy of the retailer in the face of strategic and risk-averse customers. It is found that the retailer's optimal profit decreases as the rate of customers' decreasing product valuation increases. Additionally, the impact of customers' bounded rationality on the retailer's order quantity and profit is explored, as well as the value of quick response strategy in improving the retailer's profit in the presence of bounded rational customers.

Summary: This study used bibliometric analysis to examine research on East Africa, multiple risks, and Climate Change. The findings indicate a lack of studies for many countries in East Africa, particularly in terms of single risk assessments. Furthermore, there is a scarcity of multi-risk assessments that analyze hazard and impact chains. The limited scientific attention focused on only a few cities. These findings are crucial for scientists and policymakers to identify research gaps and areas for further investigation in East Africa for global assessments or science policy reports.
