Peer Review Antagonist Mean-spirited Electrical Engineering

The quality of the writing is very poor, barely at the level of a student term paper at a decent university. The authors must learn to write in Standard English of an appropriate academic quality, also paying attention to overall structure, flow, and clarity of expression. As a specific example of what is presently wrong, compare just the Introduction from any paper published recently in any good journal, with the one seen here, which does not present the authors' own work in an attractive way.
There is no sense conveyed to the reader that there has been a clear advance over the state of the art (that something not possible using any existing method has been accomplished using the authors' work). In fact, the authors merely use a textbook model in their work, which means that their work is at best at the level of a student project.
