I have also read many papers that did not pass the fellow review. There are some big shots in the group that I am familiar with, but this paper is one that I wrote in my spare time about MARL (Multi-Agent Reinforcement Learning), and everyone in the group is focused on communication and computer networks. Therefore, it did not pass the fellow review. Networking is one aspect, and on the other hand, I am also aware that the paper has some flaws. The review comments from a few peers were indeed very professional, accurately pointing out the flaws that I thought I had. As far as my own paper is concerned, I personally think it is similar to the review comments on ICLR in OpenReview. The average level of reviewers may not be as good as those at conferences because journals cover a wide range of content, and many people focus on AI applications. However, the high number of reviewers, especially in the popular direction of MARL in recent years, will always include very professional reviewers.

Who said it was easy? There were a total of 10 reviewers, it seems there are too many in my field. 7 positive opinions, 1 neutral, 2 negative opinions, and the editor rejected it. Among the 10 reviewers, 5 of them are experts. I actually knew the issues mentioned in the 2 negative opinions, but I was too lazy to make improvements and submitted it again, hoping for some luck. However, it turned out to be bad luck. But these 10 reviewers are quite dedicated, it only took three months for all 10 of them to review, which is fast and not too much of a delay.

First review took half a year, and today I received a rejection letter. The reviewer was not very professional, but still provided a lot of comments. I heard from insiders that the journal is now overwhelmed with submissions and has started to reject and delay them. It's another journal that has been flooded and ruined by Chinese submissions. The last time I saw something like this was with TSMC.
