I highly recommend the Journal of Environmental Chemical Engineering. I have submitted three articles to this journal, and the editors are very nice. They always accept the articles after revisions. There are usually about four reviewers for each submission, who provide detailed feedback on both the article's content and professional aspects. It is not a low-quality journal. The editorial and review process is also very fast, usually taking less than three months from submission to publication.
