My situation is similar to yours. We both have been "with editor" for a while, then we reminded them and entered "under review" status. However, no one seems to have received the manuscript for review, and it has remained in this state. The key question is, how did you contact the editor? I don't know who the editor is, and I don't have their email address either. I can only send emails to the Elsevier publisher through the email channel provided in the system.

My external review took a direct 9 months, and I gave up. Then the editor directly hired me without needing any modifications. It can be considered a blessing in disguise.
