I saw it, it is the same editor. This editor's handling is indeed a bit slow. My manuscript went through 3 rounds, and for both the 1st and 3rd rounds, it took over a month for them to respond to my email. For the 2nd round, it was sent for external review, but no email was sent. When the submission status changed to "with editor," the email received indicated that the handling editor would take care of it, not the editor-in-chief as mentioned before. In the later stages, this journal is handled by this editor (major revisions, minor revisions, rejections, acceptances, etc.).
