I feel that this "dip" may be AE's own process. The submission is first assigned to the editor-in-chief (Prof. Zita or Prof. Wu), who then assigns it to the deputy editor-in-chief, who decides whether to send it for review, reject it, or request revisions (this state determined by the deputy editor-in-chief is the "dip" of this journal).
