Submitted in September 2022, received review comments in May. There were two reviewers in total, one of whom provided detailed and careful comments, while the other dismissed the paper with just two sentences. The Associate Editor (AE) listened to the second reviewer's comments and rejected the paper, claiming that my experiment was insufficient. The entire process took 7 months and the quality of the reviews was inconsistent. I do not recommend submitting to this journal.

Strongly recommend not to submit to PR. I have submitted to numerous journals, but PR has been exceptionally slow. I have urged them countless times, yet most of my emails have gone unanswered. The first round of review comments has been delayed for over a year, and the staff told me they couldn't find reviewers. However, I doubt the AE has even tried to find reviewers. Compared to IEEE transactions, this journal is only deteriorating further. I will never submit to PR again, and I won't help with reviewing if they ask me to.
