Unified reply to everyone, for submissions made before September 30th, no page fee is required. I submitted in May and received acceptance in October. When uploading the copyright agreement, it was mentioned that payment is required. However, after completing the other information, the payment section was temporarily not processed. Because I had previously selected Subscription, I sent an email and the reply was unable to resolve the issue. After a while, the publishing editor sent an email notifying me that the copyright transfer was successful and it will be published in open access (even though I did not pay APC). Therefore, the change-over-date on the journal should be the submission date, and the normal procedure can be followed by selecting Subscription. Seeing so many people asking about this, I hope this can help everyone.

What happens if I submitted my paper before the change-over date, but it isn’t published in 2021?
You will not need to pay an Article Publishing Charge for your paper in this scenario, but your paper will be made open access and you will be asked to make a choice of CC license.
It should be after September 30th that it becomes only the option of open access. Articles submitted before September 30th can be exempt from page charges, but once published, they will also be open access. That's how I understand it. Alternatively, you can send an email to ask for clarification.
