When I submitted, the senior editor requested me to cite some papers from this journal before the review. It is possible that the journal wants to limit papers that do not align with its publication direction. From my understanding, external reviewers only review the content of the paper and do not involve themselves in assessing whether the paper's topic aligns with the journal's publication direction. Therefore, my guess is that even if the reviewers have provided suggestions and returned the paper to the editor, the editor still wants you to cite some papers from their journal. The phrase "revise before peer review" may also be one of the automatic options in the SAGE paper system. When I was asked to add citations, it also displayed this phrase. It mainly depends on how the editor explained it to you in the email you received.
