After resubmitting, it took two months to receive "Accepted with Minor Revisions." It was mainly issues with sentence structure and word choice. I made the revisions on the same day and the next day it was accepted.

After the rejection and resubmission, I was constantly worried. Recently, I even had dreams of my paper being rejected, which was devastating. I didn't expect to safely get through this.

Don't give up after a rejection and resubmission. Take the reviewer's comments seriously and make revisions accordingly. It seems that the resubmitted paper will be sent back to the same reviewer.

After going through two rounds of review, it took approximately one year from submission to acceptance. I have a suggestion: the initial draft should be written very well and the comparative experiments should be comprehensive. Then, it is likely to pass in the first round of review. The article needs to be approved by the associate editor before being sent for review. I took a look at the associate editors of TVT, and most of them are IEEE fellows. The review time for TVT and ITS is really competitive...

Three reviewers have two inclinations towards acceptance or rejection. The main reasons include insufficient data, inadequate comparison, and lack of novelty. The first two reasons are relatively objective, but I don't know how the novelty of using clustering for modulation recognition is an issue. Helpless, I'll have to re-submit it and hope for better results next time.

One reviewer, two comments: 1) Lack of experimental testing on a platform, 2) The studied system has already been researched, and the method used has been widely applied in this field.
The first comment is a fact, while the second comment does not provide any relevant basis. However, the proposed system structure in the submitted article is indeed a first-time proposal.

It is frustrating that the first review took so long, but what's worse is that despite the 6-month period, only one reviewer provided two comments that did not substantially contribute to the core contribution of the article. It seems unlikely that I will have any future opportunities with this journal.
