It took me 8 months from submission to acceptance, so waiting for reviewer scores for 40 days is not considered long. If it hasn't changed after 60 days, you can send an email to the editor to inquire. It's normal to not receive any updates for 40 days. Based on my experience, journals like TII, TVT, and TITS are slower, while TIE and TTE are relatively faster.

My paper was accepted after going through awaiting reviewers scores process, without adding any additional reviewers. I was lucky, but some papers may have additional reviewers, it really depends on luck.

In 2019, I submitted one article and it was accepted after one revision. There were three reviewers involved.
Timeline: Submitted on June 8, 2019; Major revision on August 13, 2019; Accepted on September 23, 2019.

In 2020, I collaborated on one article which was directly rejected. There were twelve reviewers involved.
Timeline: Submitted on March 7, 2020; Rejected on April 27, 2020.

Recently, our laboratory had two papers immediately rejected. Mine was submitted on January 31, 2021, and immediately rejected on February 5, 2021. The other person's paper was submitted on December 16, 2020, and immediately rejected on December 20, 2020. The reason for the immediate rejection is that TII (the journal) can only publish a small fraction of the manuscripts received each year. Therefore, they have an early stage of the reviewing process. If it takes more than a week, it should have smoothly entered the normal review stage.
