My article is in this situation. In the first round of major revisions, there were three reviewers. After making revisions based on the feedback from two reviewers, the deputy editor invited another reviewer who provided some very minor suggestions. The editor requested a minor revision. One day later, I submitted the revised version. The status changed as the original poster mentioned, from "awaiting eic decision" to "inviting reviewers," and remained in this status for a while. On August 20th, I sent an email to inquire about the situation, and on the same day, the status changed to "accepted."

Some insights:
1. TII's Reject & Resubmit is equivalent to major revisions;
2. If the status hasn't changed for a long time, it is recommended to contact Lisa, the editor, and if she helps push it, the status will usually change the same day;
3. For the first submission, I guess two reviewers are invited, and after their feedback, if the issues are not significant, the AE will find two more reviewers to complete the first review;
4. Typically, there are around four reviewers, and personally, I haven't encountered a situation where more reviewers are added after resubmission;
5. Awaiting Reviewer Scores means it is a revised manuscript, while Awaiting Review Scores means it is the first submission;
6. R&R also requires anonymity, but point-to-point replies and color highlighting in the text are allowed;
7. Finally, the above are just personal speculations for everyone's entertainment. I have to say, monitoring the review status can make people neurotic.

Major revision by the end of May, accepted in early July. All three reviewers were experts in a narrow field and raised many technical and innovation-related questions. The editor's handling efficiency was extremely high, with the completion of AE and EIC recommendations and decision within one or two days. TII and TIE are similar, requiring validation on a physical platform. It is not easy to get accepted with pure simulation. The Impact Factor for this year has increased to 10, which is truly remarkable. There is also an IEEE INDIN conference related to this journal, where many highly influential articles have been published. Overall, in the field of industrial informatics, TII can be considered one of the authoritative journals, but its status is not as high as TPAMI or TAC for AI and automatic control researchers.
