If you have innovative work that is not time-sensitive, you may have to wait in line, which may not be cost-effective for graduates. The variance in the quality of papers in the past two years has increased. It is understandable considering the popularity of AI. Most other journals are also facing the same situation.

Submitted on 20-Aug-2021, there was no status update afterwards. I waited for about 2 months and sent an email reminder. On 25-Oct-2021, an Associate Editor (AE) was assigned, and it has remained in peer review status until the end of January. Based on the experiences shared by others, it is estimated that the first round of reviews will be available around April. Looking forward to a positive outcome.

The general review period for TIP is five months, and there is no need to rush it. Even if you send emails, no one will reply. There is nothing we can do, that's just how it is. TIP does not allow for a second major revision; the only option is to reject the submission and resubmit. Therefore, the first major revision is crucial. Make careful revisions and hope for the best. Some reviewers are not too strict with language and writing requirements, and minor revisions are usually enough for publication. However, with certain reviewers, another major revision may be necessary, resulting in rejection and resubmission. This can be troublesome as a new reviewer will be assigned for the second round, essentially starting the submission process again. It is best to provide a thorough response during the first round and pass the review in one go. If everything goes smoothly, it may take a little over half a year to be accepted; if not, it could take a little over a year.

Last time, it only took two weeks for an external review. The internal competition within TIP has become too intense recently, so I am planning to strategically withdraw and focus on the field of computer graphics.

TIP reviewers are very serious, and compared to conferences, the level of reviewers is more guaranteed. The comments given are relatively more lenient compared to TPAMI, but TPAMI's comments are more constructive (based on my personal experience only). Apart from the slow review process, there are no major issues. If there is no rush, I recommend everyone to submit.
